APCo asked the SCC for a net $61.4 million annual base rate increase at a 10.5% ROE (now 9.75%). It says a home using 1,000 kWh would pay about $9.10 more a month, after securitization savings. The SCC must rule by Jan. 15, 2027, and new rates could start in March 2027. A separate renewable-energy (RPS) filing would add about $3.99 a month.

Instead of a new rate case, the PSC offered and APCo and Wheeling Power accepted a 4% inflation increase to residential and commercial base rates (2.5% industrial), about $40.1 million a year, from June 1, 2026. In return they agreed not to file a base rate case before June 1, 2027. APCo puts the impact at $4.84 a month at 1,000 kWh. Customer groups have appealed to the WV Supreme Court.

Under a 2025 state law, the SCC approved APCo's plan to refinance about $1.2 billion of Amos and Mountaineer plant costs and $141 million of 2024-2025 storm costs with bonds (financing order Nov. 24, 2025). APCo issued about $1.4 billion of 20-year bonds in May 2026, adding a bond-cost charge and a base rate reduction credit. APCo estimated savings of $11.44 a month at 1,000 kWh vs usual recovery.

The PSC's March 31, 2026 financing order lets APCo and Wheeling Power issue about $2.6 billion of bonds, updated in July 2026 to $2.7 billion ($1.7 billion for APCo). The bonds cover unrecovered fuel costs, Amos, Mitchell and Mountaineer plant balances, environmental costs and storm costs. The PSC says bond financing avoids an equity return and income taxes. APCo asked the SCC to cut its Virginia fuel factor from 4.139 to 3.133 cents per kWh, citing lower energy prices and more renewable purchases. The lower rate took effect on an interim basis Nov. 1, 2025, saving about $10.06 a month at 1,000 kWh. Fuel is passed through to customers at cost with no profit to the utility.
