Delmarva petitioned to put $51.8 million of its request into effect on an interim basis, then cut that to $45.9 million after Delaware passed SB 326. The PSC allowed $34.3 million from July 9, 2026 (half of the $68.6 million updated request) and $51.5 million from Dec. 9, 2026 if no final order has been issued, all subject to refund. Delmarva has appealed to Superior Court.

Delmarva asked for $67.8 million a year (21.7% over base rates), including $23.2 million moved from its DSIC surcharge, at a 10.5% ROE. It estimated +$6.42 a month (4.13%) at 810 kWh; the Public Advocate puts the base-rate rise at $9.30 (16.2%). A later update using actual 12-month data raised the ask to $75.6 million. Interim rates began July 9, 2026; a decision is expected in late 2026.

The PSC approved a settlement letting Delmarva raise Maryland distribution revenue by $28.9 million cumulatively over three rate years (vs $37.5 million sought), at a 9.6% ROE, with steps each Jan. 1 from 2023 to 2025; the 2025 step added about $1.81 a month. In May 2025 the PSC also approved a refund of about $800,000 for 2024 over-recovery, about $0.30 a month from July 2025 to June 2026.
